75 Years of Serving and Protecting People on the Move

Through the efforts of Pope Pius XII, Monsignor Giovanni Battista Montini (future Pope Paul VI), and American layman James Norris, ICMC was created in 1951 after World War II to unite and organize existing Catholic associations and committees, and to promote, reinforce, and coordinate their activities on behalf of migrants and refugees. For 75 years, we have protected and served uprooted people, including refugees, asylum-seekers, internally displaced people, victims of human trafficking, and migrants – regardless of faith, race, ethnicity or nationality.

As more and more people turn to the Church and faith communities, ICMC’s mission is more crucial than ever. We look forward to the future, walking together with you, in solidarity with migrants and refugees.”

ICMC’s history maps the major refugee crises of the post-war era, and the development of migration as a complex, international phenomena. Most of all, it provides a rich insight into the historical efforts of the global Church to ensure safety and dignity for all people on the move.

As we take the opportunity to look back on past achievements, we are conscious that conflict and poverty continue to drive record levels of global displacement, and that resources to assist those in need are much reduced. In this new environment, our mission calls on us to emphasize gospel values, and bridge the gap between the global Church and refugee and migrant communities around the world.

We draw strength from our Vatican-endorsed mandate to strengthen and coordinate Church efforts in relation to migrants and refugees, alongside the support and commitment of our global membership of national Catholic Bishops’ Conferences and international partners.
