10,000 Refugees From Iraq: A Report on Joint Resettlement in the European Union
In November 2008, through Conclusions of the Justice and Home Affairs (JHA) Council, the European Union (EU) committed to resettle up to 10,000 Iraqi refugees. The level of commitment was unprecedented and represented the first significant joint effort of the EU Member States to offer international protection to a specific refugee population through resettlement.
In this report, ICMC and IRC seek to acknowledge this EU commitment and document this joint effort toward the Iraqi refugee crisis to find out how far the EU has come in resettling “10,000 refugees from Iraq”.
The report also intends to draw the attention of European Member States and of the European institutions to the still dire situation of vulnerable Iraqi refugees in countries of asylum and their continued need for assistance, including resettlement.
As the EU is designing its first ever joint resettlement program, it is our home that this report will prompt other government and institutional actors to build on the lessons learned from the resettlement of Iraqi refugees for future joint resettlement efforts and that resettlement will become an integral part of EU joint strategies for countries and regions affected by conflict and displacement.
