A Counter-Trafficking
: Overview of ICMC Counter-trafficking Programming

Introduction
The ICMC Training Unit offers one and five day seminars that
are designed to increase participant understanding of the issue
of trafficking for the purpose of sexual exploitation, and to
facilitate their engagement in effective counter-trafficking activities
in their community.
The one-day seminar examines the issue of trafficking within
the context of human rights. Participants who attend this workshop
will become aware of the recruitment and control methods used
by traffickers and the consequences of sexual exploitation on
the victim.
The five-day training workshop elaborates on the factors that
put women at risk of being trafficked, as well as the consequences
for the victims. On the third day of the seminar participants
examine law enforcement responses to trafficking. The final two
days of the training workshop provide participants with an opportunity
to consider counter-trafficking measures that could be implemented
by local NGOs in their community, and the skills, knowledge and
resources required.
NGOs committed to engaging in counter trafficking initiatives
can receive additional training from the ICMC Training Unit in
support of effective implementation of counter-trafficking activities.
This includes but is not limited to training in negotiation, counseling,
managing a shelter for victims and coordinating/cooperating with
external stakeholders. As well, the Training Unit offers training
workshops related to institutional strengthening such as proposal
writing, project management and fund-raising that will enable
NGOs to develop quality, sustainable counter-trafficking initiatives.
Finally, in consideration of the stress that is often experienced
by social and community workers who have direct contact with victims
of trafficking and have had confrontations with traffickers, the
ICMC Training Unit offers workshops or individual sessions on
coping with stress and burnout.
The Manager of the ICMC Training Unit was one of the expert trainers
at the ICMPD Comprehensive Training Program for Senior Governmental
Officials. The training, sponsored by the Stability Pact Task
Force on Trafficking, was held 27 - 29 September 2002 at the SECI
Crime Fighting Center in Bucharest.
