A Counter-Trafficking : Overview of ICMC Counter-trafficking Programming

South Eastern Europe

ICMC served on the Expert Coordination Team of the Stability Pact Task Force on Trafficking in Human Beings (headed by OSCE) for Southeastern Europe. On that team, ICMC was the coordinator for the Victim Protection Programs. The Task Force and Expert Team focused on developing national action plans and service packages for each country in the region.

On behalf of the Stability Pact Task Force on Trafficking in Human Beings, ICMC and IOM cooperated to establish a Regional Clearing Point for national networks on victim protection and assistance. The RCP opened its office in Belgrade in July 2002.
It aimed to contribute to regional anti-trafficking efforts, such as:

  • Increasing the capacity and effectiveness for victim assistance and protection in the region;
  • Furthering the understanding of the trafficking phenomenon;
  • Enhancing the further development and coordination of national referral mechanisms, shelters, and return and reintegration programs;
  • Ensuring quality standards of return, reintegration, and shelter projects;
  • Assuring relevant information exchange.

The First Annual Report on Victims of Trafficking in South Eastern Europe (September 2003), is available.
