The term 'refugee' specifically refers to those who have fled their countries because of a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group or political opinion.

UNHCR also considers those fleeing violence and whose government is unable or unwilling to protect them as refugees.

In addition, the agency cares for asylum seekers; refugees who have returned home but who still need help rebuilding their lives; stateless persons; internally displaced people who have fled their homes but who remain within their own countries; and others, including people who have fled to another country but who have not formally applied for asylum.
